    Proposed RULES OF ORDER & PROCEDURE 

    Salt Lake City School District: Meadowlark Elementary School   

    Slated for adoption on: October 22, 2025 

    Code & Rule References 

    The Rules of Order & Procedure adhere to all relevant legal requirements for School Community Councils and the School LAND Trust Program, as outlined in Utah Code §§ 53G-7-1202, 53G-7-1203, 53G-7-1206, and 53G-7-13, as well as Utah Administrative Rules R277-477 and R277-491. 

    Council Duties 

    In accordance with Utah Code § 53G-7-1202, the responsibilities of the council include: 

    • Creating (all components of) the School LAND Trust Plan, to include: 

    • The Goal Statement, Academic Area, Measurement, Action Plan Steps, and Expenditures 

    • Advising and making recommendations to school and school district administrators and the local school board regarding: 

    • the school and its programs 

    • school district programs 

    • a child access routing plan 

    • safe technology utilization and digital citizenship 

    • other issues relating to the community environment for students 

    • Partnering with the school's principal and other administrators to ensure that adequate on and off campus Internet filtering is installed and consistently configured to prevent viewing of harmful content by students and school personnel 

    • In accordance with state board rule regarding school community council expenditures and funding limits: working with students, families, and educators to develop and incorporate safety principles at the school; and holding at least an annual discussion with the school's principal and district administrators regarding safety principles 

    • Providing input to the school's principal on a positive behaviors plan 

    Council Member Expectations 

    To promote ethical behavior and respectful discussion, each council member shall:  

    • Attend council meetings on time and come prepared 

    • Make decisions with the best interests of students as the primary focus 

    • Listen to and value diverse opinions 

    • Ensure that the perspectives of those the council represents are considered in discussions 

    • Be accountable for their actions and expect accountability from others 

    • Act with integrity 

     

    Rules of Procedure: 

    1. Training: Council members will receive annual training to understand their responsibilities.  Training is the responsibility of the local school board. 

    1. Open Meetings: All meetings are open to the public, and the public is welcome to attend. 

    1. Meeting Agendas and Minutes: 

    • The agenda for each upcoming meeting, along with draft minutes from the previous meeting, will be provided to all council members at least one week in advance. 

    • The agenda will be posted on the school website and will include the date, time, and location of the meeting, as well as any proposed action items. 

    1. Meeting Minutes: Written minutes will be taken at all meetings. These minutes will be prepared in draft form for approval at the next scheduled meeting. Once approved, minutes will be retained for three years. 

    1. Annual Timeline: The council will create a timeline for the school year. This timeline will include due dates for all required reports and other activities or tasks that the council agrees to undertake or participate in. The timeline will be used to help prepare meeting agendas and ensure the council completes its work efficiently. 

    1. Election Procedures:  

    • Elections will be held in April of 2026.  

    • Elections will be open for 10 days.  

    • Eligible candidates are employees of Meadowlark and parents of Meadowlark students. 

    • Interested candidates respond the election notification (sent via Parent Square and by paper announcement sent home with students) directly to the school principal, who will contact parents individually and place their names on the ballot. 

    • Votes be cast via the following options: 

    • In person (with a paper ballot in the front office) 

    • Electronically (via a survey link sent through Parent Square) 

    1. Council Composition: The council’s composition ensures a two-parent majority and includes the following members: 

    • The principal (an ex officio voting member). 

    • 1 school employee member.

    • 4 parent members.   

    1. Filling Vacancies: If a full council is not elected or if a seat becomes vacant, parent members of the council will appoint individuals to fill vacant parent positions, and school employee members will appoint individuals to fill vacant school employee positions. 

    1. Removing Members:  A council member may be removed from office under the following circumstances: 

    • Member Relocation: Council membership may be discontinued when a member's relocation prevents them from serving on the council. 

    • Attendance: The member fails to attend 2 consecutive regular council meetings without prior notification to and approval by the council chair or designated officer. 

    The process for removal is as follows: notification of failure to attend; plan for future attendance; follow up notification on attendance plan. The procedure for filling the resulting vacancy is outlined in Section 8, 'Filling Vacancies. 

    1. Resignation of members: A council member may resign from their position by providing written notification to chair. The procedure for filling the resulting vacancy is outlined in Section 8, 'Filling Vacancies. 

    1. Council Officers: At the first meeting of each year after the council is seated, the council will elect a chair from the parent members and a vice-chair from either the parent or school employee members. The principal is not eligible to hold an office. 

    1. Officer Responsibilities: The chair will conduct meetings, make assignments to council members, and request reports on those assignments. In the chair's absence, the vice-chair will conduct the meetings. The chair may delegate responsibilities to other council members as needed. 

    1. Quorum: A quorum, which is a majority of the council members, is necessary to conduct official business and vote. This quorum requirement does not necessitate a two-parent majority. 

    1. Reporting Conflicts of Interest: Council members must adhere to the conflict of interest policy established by the Salt Lake City School District. Please refer to Board Policy B-1 for detailed guidelines. 

     

    1. Parliamentary Procedure: Meetings will be conducted and actions taken according to simplified rules of parliamentary procedure as required by Utah Code § 53G-7-1203. Council actions will be decided by motions and voting, with all votes and motions recorded in the meeting minutes.

    Understanding the Motions: 

    • Motion: A formal proposal for the council to take a specific action. A motion must be stated clearly. 

    • Second: Another council member must indicate their support for the motion to allow it to be discussed and voted upon. 

    • Discussion: Once a motion is seconded, council members can offer their input and opinions when recognized by the chair. 

    • Voting: After discussion, the chair will call for a vote on the motion. The outcome depends on the type of motion and the required majority. 

    • Calling the Previous Question: A member can make a motion to end the discussion on the current motion by saying, "I move the previous question." This requires a second and a two-thirds (2/3) vote to pass. If it passes, the council immediately votes on the original motion without further discussion. If it fails, the council continues discussing the original motion. This motion is typically used to expedite the meeting. 

    • Tie Vote: A vote that results in an equal number of votes for and against the motion is considered a lost vote. 

    • Main Motion: This is the primary type of motion used to introduce new business or ideas. Main motions can be debated and amended. 

    • Amend a Motion: A motion to change the wording or details of the main motion. Amendments require a second, are debatable, and require a majority vote. 

    • Point of Order: A member raises a "point of order" if they believe a procedural error has occurred during the meeting. The chair will rule on whether the point is valid. 

    • Reconsider: A motion to bring back a previously decided motion for further discussion and another vote. This motion can only be made by a member who voted on the winning side of the original motion and requires a second and a majority vote. 

    • Withdrawal of Motion: The person who originally made a motion can ask to withdraw it before a vote is taken. This does not require a second or debate and is usually granted by the chair. 

    • Close Nominations: A motion to end the process of nominating candidates for an office. It requires a second and a two-thirds (2/3) vote.

    Meeting 3 Minutes from January 14, 2025

    Present: Kaleb Reid, Jenny McKenna, Miisha Paxton, Dayse Frechauth

    1. Mid-year Review of data from School Improvement Plan (reading, math, attendance)

    Preliminary data, as teachers are still administering the Acadience assessments. Thus far, we see a discrepancy across grade level proficiencies (notably 4th and 5th grades). We do have a smaller percentage of students who are proficient, but we do see significant growth of our students here. We will have finalized data for the Feb. 25 meeting, and parents will receive scores from their teachers. In the future, the council would like to see a breakdown of the data by grade levels, and to look at the “Covid kids” and the possibility of needing extra resources for these grades. Attendance is also a concern, as we have a large number of students who are chronically absent. Meadowlark is just establishing an Attendance Committee to monitor attendance weekly and to come up with a plan for addressing chronic absenteeism. Letters have not worked. Personal phone calls and home visits have made some impact. We are considering what might be more impactful. Considerations include some of our students who might be homeless, and or vulnerable, and not wanting to have direct involvement with the school.

     

    1. Organizing the Needs Assessment/Root Cause Analysis for next year’s School Improvement Plan (who would like to be on this?)

    All 3 members present expressed interest in being on this team. We are looking at having 1 or 2 meetings at the end of this month where we will review data and determine needs and root causes. Jenny will reach out to last year’s participants and solicit interest.

    1. Ideas for Family Night in February

    A reading night is in favor, with activities such as Word Bingo and reading with buddies. We can partner with the After School Program to purchase books and refreshments for all parents and students to attend and read with families and friends. We can have several information booths, including the re-start of a PTA for Meadowlark, literacy tips, access to books, and how to help children with reading at home. We will have 2 more family night after this, and it was discussed that a math night with games and a STEM night would be valuable for March and April. It was discussed that there is a greater need for parent involvement overall, and this could start with SCC helping to get a PTA started, as they often support schools with additional resources that we currently do not have. Additionally, we can have a school rep to help parents sign up for Parent Square to increase communication. Also of interest is establishing connections for parents in groups, such as parents of students in our EE classes.

    1. Approve draft minutes and agenda for next meeting

    Ideas for our next meeting include: Needs Assessment, the next Family Night, Reading and Math data review, Attendance  data review, and Parent Square/other communication plans.

    Meeting Minutes:
    Introductions: meet and greet each other: Allison is a math coach helping out for the week with admin duties. We are missing enough people to make a quorum; still seeking additional parents to join.
    Overview: review the purpose of the Land Trust as a mechanism for parent and employee input on the School Improvement Plan, and to monitor its implementation and data.
    Training: Deise has completed the online training. Carol has participated on SCC in previous years. Recordings are available online from the state that members can view.
    Rules of Order: we have proposed rules of order on the school website, but we need a quorum before we can vote on approval.
    Roles: Jenny, principal, leads the meeting and sets the agenda. We would love more parents to join. Some schools have much larger councils.
    Overview of the School Improvement Plan:
    a.
    Attendance: we talked about ideas to reward students for good attendance; class rewards with pizza parties; individual rewards for 100 percent. It was discussed that sending formal letters can be scary or off-putting to parents. It was suggested that
    phone calls
    might be a better option, as opposed to Parent Square, emails or letters. We have started doing Home Visits to families whose children are chronically absent, to check on them and see if we can help get them to school. It was noted that this could allow us to determine what the challenge is preventing students getting to school. Overall, the attendance of the school has increased 1% from last year.
    b.
    Math: data was shared to indicate that a large portion of our students are below grade level. Parents noted that it would be helpful to know how math is being taught, so that they can help their kids at home. One parent asked a teacher for a math book to keep at home, and this has allowed her to help her daughter.
    c.
    Reading: data was shared to indicate that a large portion of our students are below grade level. Parents also noted that it would be helpful to know how students are being taught English in the ELD program, and to share with parents what the ELD plans look like.
    d.
    Family Involvement: it would be helpful to have nights where families can learn about how reading and math are taught, and to also get to know each other. Parents, especially of students in Special Ed, rarely get to interact, and this could be helpful for them to interact with others who face unique challenges. This could also be something to connect people who live in the same neighborhood, or nearby, for attendance purposes. A family night in December would be a good idea. The school partnered with the After School Program in October for Halloween, and it helped to pool resources. We’re considering a cookie and cupcake making night. Parents noted that it’s really meaningful if teachers attend. Kids loving seeing their teachers at family events.
    e.
    Counseling & Behavior: it would be helpful for parents to know what these monthly topics are. Parents also noted that it would be helpful to know how teachers deal with frustration with students and disruptive behavior. One parent had an experience that concerned her, and she wanted to know how teachers are supposed to respond in an appropriate way for young children. Jenny said that the school can share how teachers are trained to manage behavior, including our PBIS plan and Zones of Regulation.

    Calendar and Reminders: Parent Square works well for this.
